Modeste squandered the chance to give the hosts the lead just before half-time when he struck the frame of the goal with his 41st-minute spot-kick.
The visitors were then reduced to 10 men when Bobby Wood was shown a straight red card on 58 minutes for a reckless challenge on Dominique Heintz.
Peter Stoger’s side took full advantage as Modeste made amends for his earlier miss by opening the scoring three minutes after Wood’s dismissal, and the French striker netted twice more in the closing stages to secure all three points.

Die Rothosen had gone over 600 minutes without finding the back of the net – a new club record – but they were asking all the questions in the early stages of the match.
Wood drew a save out of Timo Horn with his strike from inside the box on nine minutes, while Filip Kostic had two goal-bound efforts blocked inside the opening quarter of an hour.
The hosts created their first real chance on 18 minutes when Artjoms Rudnevs got on the end of a Marcel Risse corner, but sent his header wide of the right post.
Gotoku Sakai then went close at the other end with a shot from distance that drifted just to the right of the goal on 24 minutes, while Pierre-Michel Lasogga also missed the target with his long-range effort for the visitors 13 minutes later.
But the home team were presented with a golden opportunity to break the deadlock soon afterwards when Yuya Osako went down under a challenge from Ashton Gotz inside the box. However, Modeste sent his spot-kick against the left post as Hamburg survived to go into the half-time break at level pegging.
Rene Adler was called into action for the first time on 49 minutes as he kept out Mergim Mavraj’s header from a Jonas Hector cross, but Hamburg suffered a major setback nine minutes later when Wood was sent for an early shower.
Modeste obliged with the opener just three minutes later, finding the bottom right corner of the net from Simon Zoller’s cross, and the Frenchman threatened again moments later with a shot from inside the box that scraped past the near post.
Adler was then required to save two efforts from Matthias Lehmann in the space of three minutes as the hosts began to turn the screws, with Osako missing the target from a narrow angle on the right in the 69th minute from a corner.
But Modeste struck again eight minutes from time as he connected with Risse’s cross to head home from close range at the near post and he wrapped up the win on 86 minutes when he beat Adler for a third time after latching onto a through-ball from the provider of his second goal, taking the Billy Goats up to fourth place in the standings.
